CaptionTube - Gives the ability to add closed captions to videos, manually. Then you can export the captions and upload them to YouTube.

How to Force YouTube Closed Captions

If you want to link to a YouTube video that has closed captions enabled, you can send viewers directly to the version with closed captions already appearing by default by adding "&cc_load_policy=1" to the end of the url string.  For example - http://www.youtube.com/watch?v=A3IClPnVoZ8&cc_load_policy=1

If you want to force closed captions to appear on videos from YouTube that are embedded elsewhere, you can simply add the following to the embed codes:

&cc_load_policy=1

Search For YouTube Videos with Closed Captions

You can search for videos with captions by choosing "Type: Closed Captions" in YouTube's Search box.
